How we are regulated
As a registered social landlord, Scottish charity, and company, Pineview Housing Association Ltd is regulated by several statutory bodies. Each plays an important role in ensuring that we operate responsibly, transparently, and in the best interests of our tenants and customers.
The Scottish Housing Regulator
Pineview Housing Association is a Registered Social Landlord (RSL), registration no. HAC231, regulated by the Scottish Housing Regulator (SHR). The SHR’s role is to safeguard and promote the interests of current and future tenants, as well as others who use social landlord services.
The SHR assesses Pineview and all other Scottish social landlords on:
- How well we deliver our housing services.
- Our financial health and long‑term viability.
- How effectively we meet the SHR’s standards of governance and financial management.

As part of our statutory responsibilities, Pineview provides the SHR with key information throughout the year. Many of these documents are publicly available on the SHR website and in the Performance section of our website.
We operate a Complaints Handling Procedure for anyone dissatisfied with how we have delivered our services. If something goes seriously wrong and has a significant adverse impact on a large number of people, this may be reported to the SHR as a significant performance failure. The SHR will investigate and take appropriate action where required. Office of the Scottish Charity Regulator
Pineview Housing Association is a registered Scottish Charity, registration No.SC038237, regulated by the Office of the Scottish Charity Regulator (OSCR). OSCR ensures that charities comply with their legal duties under the Charities and Trustee Investment (Scotland) Act 2005. We submit an annual return to OSCR each year to demonstrate how we continue to meet our charitable obligations. These annual returns are publicly available on the OSCR website. The information we report is available in the Performance section of our website.
Financial Conduct Authority
We are also a Registered Society under the Co-operative and Community Benefits Societies Act 2014, registration no 2375R(S) and details of this registration are held by the Financial Conduct Authority (FCA). The FCA focuses on the legal, constitutional, and financial conduct aspects of the Association. Certain changes, such as amendments to our Rules, registered name, or registered office addressre; structural changes like mergers or transfer of engaments, all require FCA approval. We also provide the FCA with annual financial information, which is publicly available on the FCA Mutuals Register and in the Performance section of our website.
Property Factor Register
As the Association provides factoring services to owners and sharing owners in our areas of operation, we are also registered with the Scottish Government Property Factor Register, registration no. PF000151. The Property Factor Register is a mandatory, publicly searchable register that enforces minimum standards for property managers (factors) under the Property Factors (Scotland) Act 2011. It ensures factors are fit and proper, follow a strict code of conduct, and enables homeowners to challenge poor service. Registered factors must annually update the register with details of all the properties and land they manage.
HMO Licence
We have one non-self contained housing unit that is classed as an (HMO). This means we must meet strict licensing, safety, and management standards set by Glasgow City Council. For more information on HMO Licencing visit the Glasgow City Council website.
